I believe the color will change.

Here's Domino who was born completely black.  Two years later.....voila!

She was born black, and possibly has LP, she has white sclera eyes and i do see a few white hairs in her mane and over her rump.
She may just varnish like her mom.

Bella is leaving soon to go to her new home.
Shes starting to get white hairs.
25 inches tall at 6 months.

That's the nice thing about raising appaloosas.  You get a "new" horse every year without having the cost of a new purchase price!  LOL
