Doesn't look quite like waxing yet. Typically you will see more of a colostrum build up with wax. However her teats are looking fuller. A picture from further away from under her belly looking up at udder will be helpful, if you can get it.

If you give a slight squeeze and pull down a tiny bit you may be able to express some milk. That would help you determine if it's turned to colostrum yet. If it's thin, oily and not sticky to semi sticky, and clear to slightly white, not usually colostrum. But if it's thick ish very sticky yellow to white and not see through that means colostrum is in or coming in.
Most mares will develop colostrum in 24-48 before foaling. Some don't and some have colostrum for days!
